0.12.0 release had it's config file inside it's site-packages directory.

The file has been moved incorrectly in setup.cfg.  With an almost non-existent setup.py.  The result is that teh config file is installed with the other data files in /usr.

Result: /usr/etc/bandit/config.py

Reproducible: Always
