Upstream bug in URL.  I found the bug when trying to get my Synaptics touchpad to work properly after removing KDE 4 and putting in Plasma Desktop 5.  Eventually I tried the patch and happily discovered that the ebuild honours epatch_user and the patch fixed the problem.

Reproducible: Always

Steps to Reproduce:
1. Own a Synaptics touchpad
2. Install Plasma Desktop 5.3.2 (including USE=touchpad)
3. Go into System Settings -> Hardware -> Input Devices -> Touchpad
4. A functioning Synaptics touchpad is not detected



I copied this: 
https://bugsfiles.kde.org/attachment.cgi?id=93326 

into this:
/etc/portage/patches/kde-plasma/plasma-desktop-5.3.2/kcm-synaptics-init-fix.patch

I then:
emerge -va1 plasma-desktop

Log out and log in and the touchpad is detected properly and configurable.

Thank you for reporting. But Plasma 5.4 is not far away from release we won't backport the patch, as the new version hits the tree where it is fixed.
