If the useflag texturepacker is enabled the tool is build but not installed. It can be found inside the tools subdirectory of the builddir. Manual install seems necessary.

the point of USE=texturepacker isn't to install the tool, it's to enable features that rely on that. namely skin textures like addons/skin.confluence/media. if upstream doesn't want the tool installed, then i don't see why we should install it manually. feel free to file a feature request with them in github.
