Commit message: Block dev-python/utmp as it installs `utmp` too http://sources.gentoo.org/sys-apps/utempter/utempter-0.5.5.6.ebuild?r1=1.18&r2=1.19
i don't know what the intention is for the python utmp package, so i just updated the utempter package to block it. i'll leave it to the utmp maintainer to see if they just want to add a block on the utmp side too or perhaps rename the binary.
It's just some random utmp reader/parser.
