Recent stable version of SQL Developer in portage tree is =dev-db/sqldeveloper-3.2.20.09.87.
It was released almost three years old:
Oracle SQL Developer 3.2.2 (3.2.20.09.87)

I think, it's a time to stabilize something newer.
For example — =dev-db/sqldeveloper-4.0.2.15.21 (I use =dev-db/sqldeveloper-4.0.3.16.84 more than 9 months and find it well enough, but it wasn't commited in gentoo repository, see bug #525244), it's just about one year old:
