Is it called "menubar" or "application menu"?

I also found that, tried it and it is not what I mean. http://www.webupd8.org/2013/02/how-to-enable-new-kde-410-appmenu-title.html describes how to enable it on KDE4. Can you locate the plasmoid files on your system anywhere?

Well, it worked a few days ago - maybe just for KDE4 apps and I didn't notice. I first noticed it with Telepathy/KDE (Chat UI) missing the menu. I'll get the in-window menus back by unmerging kde-misc/plasma-widget-menubar (and thus dev-libs/libdbusmenu, dev-libs/libdbusmenu-qt, x11-misc/appmenu-qt)?
If I understand upstream correctly, the plasmoid is not available (yet?) for KF5/Plasma 5. Please reopen if this is not correct or if there is something else we can do as a downstream.
