Both packages look similar; I've emailed the author to see if he can suggest a way to resolve the conflict (e.g. maybe one supersedes the other).

From the author:

  biosff incorporates flower, so if you have the former, you can ignore
  the latter... I think the flower package can be safely deprecated.

So unless anyone objects, I suggest masking sci-bio/flower in favor of biosff.
