seemant, lostlogic, carp and I discussed changing the default action of 
"emerge rsync" to really be "emerge --clean rsync" and if the user wanted the 
old "emerge rsync" action they would have to run "emerge --noclean rsync". 
 
This would help greatly in getting ride of those old buggy and problematic 
ebuilds remaining on users systems.
