i have program that scans system for suid programs, and the portage temp directories always match.

the setgid bit i could understand, it's that the files group stays 'portage'
but suid?

besides, wouldn't it be reasonable to unpack under 'portage' user, to leave out all those set(gs)id bits?

Bug has been fixed and released in stable portages on or before 2.0.51-r2
