Since the dawn of time, we've had a 'LimitRequestBody 8388608' in the apache config file for mod_php.  We should remove this setting from here, and let this be controlled through the php.ini settings alone.

Robin - can you think of a legitimate reason to keep this setting?

it does definetly predate me, but I believe it was in place to deal with a PHP bug, which is probably fixed now.
So I'd say it's safe for it to go.
