What do your Kerberos packages look like? I've successfully built libtirpc[kerberos]:

   net-libs/libtirpc-0.3.1::gentoo was built with the following:
   USE="ipv6 kerberos (pie) (ssp) -static-libs" ABI_X86="32 64 -x32"

which does

   RDEPEND="kerberos? ( >=virtual/krb5-0-r1[${MULTILIB_USEDEP}] )"

which gives me

   virtual/krb5-0-r1::gentoo was built with the following:
   USE="" ABI_X86="32 64 -x32"

which does

   RDEPEND="
           || (
                   >=app-crypt/mit-krb5-1.12.1-r1[${MULTILIB_USEDEP}]
                   >=app-crypt/heimdal-1.5.3-r2[${MULTILIB_USEDEP}]
           )"

giving me

   app-crypt/mit-krb5-1.13.2::gentoo was built with the following:
   USE="-doc keyutils -openldap pkinit (-selinux) -test threads -xinetd" ABI_X86="32 64 -x32"

which is where that file comes from:

   ~ $ locate gssapi_ext.h
   /usr/include/gssapi/gssapi_ext.h
   ~ $ equery belongs /usr/include/gssapi/gssapi_ext.h

   app-crypt/mit-krb5-1.13.2 (/usr/include/gssapi/gssapi_ext.h)

For me it fails at the same point,

I'm using 
  app-crypt/heimdal-1.5.3-r2
for
  virtual/krb5-0-r1,

as I have set up a samba4 ad dc on the host.

It looks like Heimdal doesn't provide gssapi/gssapi_ext.h at all, preferring instead to put those declarations in gssapi/gssapi.h. And libtirpc's Autoconf handling of Kerberos-related stuff it really weird. I've asked upstream about it, see http://thread.gmane.org/gmane.linux.nfs/71261

Patch from upstream ( http://sourceforge.net/p/libtirpc/mailman/message/34178833/ ) to check for and use <gssapi/gssapi_ext.h> only if available, otherwise <gssapi/gssapi.h>.

Proposed ebuild for version 0.3.1-r1, using the patch above.

I've tested it as far as building it without Kerberos and with both MIT and Heimdal Kerberos, but I haven't run it with either. Those who actually run Kerberos, please test.
