It happens as a result of two things: 1. (easy to fix) some haskell ebuilds are not yet EAPI=5/subslot aware: bug #473062 2. (hard to fix) portage does not have metadata for transitive breakages: bug #449094 In short: - haskell-updater occasionally needs more, than one run - it's a problem if haskell-updater cannot rebuild any packages but keeps trying to rebuild the same set - it's a problem if haskell-updater keeps upgrading and downgrading the same packages in consecutive runs
