If I try to run gnome-terminal as root, it works.
This may be caused by a non-unicode locale, see https://bbs.archlinux.org/viewtopic.php?id=180103 for example. 1. Make sure /etc/locale.gen contains a utf8 version for any language. For example, if you have de_DE.something there, you need to have de_DE.utf8. After changing locale.gen, re-run /usr/sbin/locale-gen 2. Use "eselect locale" to select a system utf8 locale; 3. edit /etc/locale.conf, it needs to contain one line, LANG=$SYSTEM_UTF8_LOCALE (for example LANG=en_US.UTF-8 on my machine); 4. in gnome, control panel → region & language, make sure the language selected for your user has utf8 support in locale.gen; 5. if you are setting LANG in your .bashrc or .bash_profile, make sure to use a utf8 locale name there; 6. log out, log in.

One more thing to check is whether the value of LANG in bash is different from the value of LANG in the gnome-shell process. "ANSI_X3.4-1968" means ASCII, so it seems that for some reason gnome was choosing ASCII locale instead of en_US.UTF-8 that was specified in LANG. Don't know why :/
If I go Controll-center -> Region & Language, click to the line "Language Unspeciefied [ANSI_X3.4-1968]" I get a menu with the entries Deutsch English russkii (in kyrillic letters) ... I select English -> Done. I get the message: Your session needs to be restarted for changes to take effect. I click on "Restart Now". The session is restarted. I login again, but nothing is changed. I can't start gnome-terminal and I have the same settings in the controll-center.
After removing the attached .xprofile I have now in the control-center "Language English" and I can start gnome-terminal.

The only note is that, in my case, I have /etc/env.d/02locale as a symlink to /etc/locale.conf, while you looked to have the opposite, right? Maybe that would explain why the "migrate_locale" logic in systemd ebuilds didn't warn you about that

I don't think we can do much more. The original problem (gnome-terminal not working on nonUTF8 setups) is an upstream problem The breakage with locales... well, if you can discover how to make it break, you could probably open a bug against sys-apps/systemd product to improve its ebuild logic and cover that case too :/
