Upstream changed their versioning scheme from a timestamp, to a more conventional number.  Unfortunately this means that portage sees fossil-1.32 as an older version than fossil-20150119112900.  Not sure if it should be slotted in this case.

    Upstream has changed their release format from YYYYYmmDDHHMMSS to
    MAJOR.MINOR. Unfortunately, this means this version bump will appear
    to be a downgrade.
