The problem seems at least tangentially related to USE="static". When I had USE="static", busybox would also fail to build. Switching to USE="-static" caused a successful build.
From the build log: Libs.private field occurs twice in '/usr/lib64/pkgconfig/libpcre.pc' So basically, 'pkg-config --static --libs libselinux' is not returning any libs for libpcre because of a broken pkgconfig file.
This is a bug in the libpcre ebuild; src_prepare is inserting a duplicate Libs.private entry into libpcre.pc.
Looks like upstream adjusted the ebuild in pcre-8.37. The sed in the ebuild should be removed.
