Currently the systemd unit file included in the stable radvd package specifies "--debug 1" this results in radvd not daemonising and as a result, not creating a pid file.

Since there is no PID file, systemctl will hang and systemd will never consider the service to be started. This is trivially corrected by changing the debug level to 0 (which is the default value that should be used for production)
