The minimal flag used to prevent installation of the scanpci utility. However, that was broken with this change:

https://sources.gentoo.org/cgi-bin/viewvc.cgi/gentoo-x86/x11-libs/libpciaccess/libpciaccess-0.13.2.ebuild?r1=1.11&r2=1.12

This problem exists with both libpciaccess ebuilds currently in the tree (0.13.2 and 0.13.3).

I've removed the minimal flag for now. We may want to re-add the old behavior at some point.
