Proposed patch to scrnsaverproto

The scrnsaverproto package has a doc useflag but it fails to actually build or
install the protocol documentation in a usable form.  This process requires
the xorg-sgml-doctools package which is not in the gentoo tree.  All that gets
installed is the docbook XML source, saver.xml, which is pretty much useless.

If I manually download install the xorg-sgml-doctools package from X.org, the
current ebuild will automagically install the human-readable HTML and
plain-text documentation.

PDF documentation for this package further requires dev-java/fop.

I recommend adding xorg-sgml-doctools to the tree, and applying the attached
change to scrnsaverproto.  With these changes the package actually installs usable documentation.

It is the correct place, but it is probably better if you report a separate bug for the new package, and make it block this bug.

x11-proto/* packages have all been merged upstream into x11-base/xorgproto. Patches would need to go upstream to that project.

FWIW, I don't see any support for building documentation using the Meson build system (which we use).
