install f2c resolve problem, so i think it's only a depend problem.

Indeed that's a bug.

It appears to not be specific to f2c, but more along the lines of lacking ANY
sort of fortran compiler.

This might need to be changed to LATER, as there is a discussion on how to integrate fortran compilers into the ebuild.  Since there are many fortran compilers avaliable, it needs much more effort than a simple one line ebuild fix.  The devs are working on it right now, but hopefully the sci heard can provide a solution for now.
