Please set up project hosting for the pms project.

The following developers should have access:
ulm


Rationale: As discussed in #gentoo-infra.

<ulm> a3li: does this: http://dev.gentoo.org/~ulm/pms/5/pms.html qualify as
      "Project page-like HTML pages"?
<ulm> a3li: or maybe I should ask a different question: if this was to move to
      a more "official" location than my dev space, what would you recommend?
<a3li> ulm: I think it fits projects.g.o
<ulm> a3li: re pms, projects.g.o was my idea too
<ulm> but I'm a bit reluctant to put generated pdf and html output into a git
      repo :/
<a3li> ulm: if you just put the 'released' versions there, I don't see a
       problem with thtat
<ulm> a3li: and head version would stay in my dev space? I'll think about this
