sys-power/cpupowerutils does not exist and has never existed in the gentoo portage tree. Maybe you installed it from some overlay?
All right, I had it in x-portage tree, probably was either the one attached to bug #424643 or #358801 mentioning sunrise or the one attached to #410439 .
