LXCFS stable 0.7 ebuild

Hello,

I am submitting ebuilds for LXCFS, a userspace filesystem for LXC that assists in running unprivileged containers and providing container-aware /proc values [https://linuxcontainers.org/lxcfs/]

Attached are ebuilds lxcfs-0.7 and lxcfs-9999. LXCFS and LXC itself are both under heavy development. As such, I feel that including both a stable and live version of this package would be useful in ensuring users can take advantage of bleeding edge LXC features.

Included are init files for OpenRC & Systemd.

Hey John, thanks for submitting this.  I failed to check bugzilla before repeating all your work :-(  Anyway, I plan to merge your work into mine, and commit 0.12 this weekend with both our names on it.  This latest version factors out the cgmanager dependency [1].
