When I try to emerge libcdio, it cannot download the file because the site has moved to Savannah, and downloads are hosted at the above URL.

Reproducible: Always
Steps to Reproduce:
1. emerge libcdio
2. libcdio can't connect to the server because the site has moved

Actual Results:  
emerge times out

Expected Results:  
downloaded and installed libcdio

I find it in ftp://ftp.gnu.org/pub/gnu/libcdio/, not where you said... fixed for >= 0.64, though. Thanks for the hint.
