icewm-1.3.9 displays special characters/umlauts in the window title bar incorrect if LC_CTYPE is not set to UTF-8, for example if LC_CTYPE=de_DE@euro is set. E.g. ä is displayed as Ã€.

With icewm-1.3.8 the problem does not exist.

Reproducible: Always

Steps to Reproduce:
1. set LC_CTYPE=de_DE@euro and start icewm (right click on the task bar, select About and check that CodeSet is set to ISO-8859-15)
2. e.g. start firefox, visit Google and search for ä

Actual Results:  
character ä in window title bar is displayed as Ã€

Expected Results:  
character ä in window title bar should be displayed correctly
