I've got
cups-1.1.20-r1
gimp-print-4.2.6
kde-3.2.2
linux-2.6.5-gentoo
Asus A7S333
Canon BJC-3000

1)I launch a printing job
2)I change my mind. So I go to Settings->Printers, I select "canon" (uses the gimp-print driver), "works". I select the current job and abort it.
3)Now I try to print something else. No way. The printer has a red cross over it. 
4)I give the give root password and reactivate it.
5)It becomes active (a lightning over the icon) then, after a few seconds without printing, it becomes disabled again.

The only way to make it work again is to restart KDE and CUPS. Restarting cups alone is NOT sufficient.

please try cups-1.1.21_rc1

does it work with cups-1.21_rc1 or kde 3.2.3 or gimp-print-5.0.0_beta1?
