It would be nice to be able to install a console app like nmap without requiring xfree. Obvious as this may sound, USE="-X" emerge -np nmap still requires X. Please check the use flag and disable any GUI stuff in nmap.

There should be a severity of "pain in the arse".

These are the packages that I would merge, in order:

Maybe you could disable those USE flags and try, what do you think?

Oh, you definitely need PEBKAC. You mean you don't have it already? http://www.bestpractical.com/rt !

I do wonder if there isn't a (nonurgent) semantic question about USE flags here. *ponder* As the dependency tree gets deeper, it may turn up more often.
