Fontconfig 2.11.1 has some problems distinguishing between small font weights, and apparently that's fixed upstream, along with lots of other issues. Also see https://bugs.freedesktop.org/show_bug.cgi?id=81453

I haven't seen the 'not a "real" release' wording, and some other distros seem to provide it already. And now 2.11.93 is out too.
Anyway, if a "real" release is coming soon, I suppose we can wait for that.
