I PXE-boot a bunch of systems, and i have had no issues with openrc reading the softlevel= option on the kernel command line on any of them. Are you sure this is an openrc issue and not something else? If you can get the system to boot, cat /proc/cmdline and confirm the softlevel= option is there at all

The only thing that might be an issue here is the way parsing is occurring, ie, your particular use case for some reason parses incorrectly. We can only determine that though if we duplicate exactly what you're using.
