There is no license that would allow us to redistribute the distfile (see bug 505726). Please update SRC_URI and restore RESTRICT="mirror bindist".
It's clearly publishable since the author put it out there. You don't always have to have the pedant meter turned up to 11. I'd close this bug as INVALID since it obviously is, but I know you'd just open it again because you've demonstrated before that you're lame like that. Oh well.
Please contact the author and get a statement that allows us to distribute this, or restore the RESTRICT.
No, I'm already comfortable that we can distribute it. We claim no ownership or rights and neither does the author.

QA has the power to revert commits or fix the tree for issues where there is a clear QA issue - as it seems to be the case here. Also, as it was decided before by the Council, no developer shall revert a QA action without talking to the team first or he / she will risk an administrative sanction. From this bug report and the linked one, I see Mr. Bones disagreeing but not reverting a QA action. Any QA member can "fix" the identified QA issue, making sure to document it as a QA team action. If Mr. Bones reverts that, then you can ask us to deal with that. @Mr. Bones, since this is an issue that can bring unwanted legal attention to Gentoo, which means will directly affect the Trustees, if you have any supported legal claim that we can distribute this game, please make sure to present it to Trustees and the Licenses team.

Our options are somewhat limited here: 1. Get a statement from the author that the software can be redistributed. This may be difficult, because README just lists the author as "Limburger" without any contact information. 2. Update SRC_URI to a valid location. 3. Blank SRC_URI, which means that the game can be installed by users who happen to have the tarball. 4. Treeclean. In any case, LICENSE=all-rights-reserved (i.e. no license) implies mirror restriction.
