It seems that the required htaccess for owncloud 8 to upgrade is not copied during the emerge. upon some investigation, I noticed that there are a lot of ._cfg000#_.htaccess files in my owncloud install dir (/var/www/localhost/htdocs/) etc-update is NOT finding these
Thanks for the report! Root .htaccess is indeed marked as a config file, but for web applications you need to specify the webapp path (as the path is depends on your installation) If you have USE=-vhosts, webapp-config updates your application automatically, but should still warn about the config file. Needed to run webapp-config followed by etc-update for each virtual host.
