ruby-ole-1.2.11.8.ebuild

This is a dependency of the spreadsheet gem, which is in turn a dependency of the Redmine Contacts (https://github.com/RCRM/redmine_contacts) plugin. If ruby@ doesn't want this, I'll commit it at the end of the week with myself as maintainer, but if someone wants to look over the ebuild I'd appreciate it!

Does it work with ruby22? 
If so, add it. 
Please add a slot to test-unit

If you add it to the tree, feel free to add <herd>ruby</herd> in addition to yourself as maintainer.
