Maybe a case of dynamic-deps failing after the relevant ebuild was removed from the tree?
After reviewing the history of that ebuild, it does not appear to be a dynamic-deps issue. It seems like maybe you have removed icu and libreoffice-l10n from your system using emerge --unmerge? I'm not sure how else you could have broken the depgraph of @world like this.
Unless... maybe you upgraded icu and libreoffice-l10n to newer versions? In which case, you would need to rebuild libreoffice.
