After filing this I realized nothing is wrong here. I just became frustrated as to the fact that the ebuild has changed somehow (getting a bad digest now) but the ebuild is still the same version. After researching it does indeed become clear that the current gentoo policy is -NOT TO- increase the ebuild revision if the changes aren't affecting the outcome of the ebuild. Sorry for my ignorance here, that being said I think that the current policy is plain WRONG, as it changes the established concept of "a revision".
