Create /etc/portage if it doesn't yet exist

This third and final patch addresses a minor bug I ran into when using an old 2013 stage3 as a seed and the migration to /etc/portage hadn't been forced yet.  This meant that /etc/portage didn't exist inside the seed stage3, so when rsync was invoked to copy settings from portage_confdir to the chroot /etc/protage, it would fail and kill the catalyst run.

Should be applied last, but it doesn't really conflict with the other three.
