The stable version of tortoisehg (2.10.2) claims to require mercurial 2.7 or 2.8 by displaying the following message on startup:

This version of TortoiseHg requires Mercurial version 2.7.n to 2.8.n, but found 3.2.3

Updating to the latest version of tortoisehg in the tree (3.2.2) works for me. 

Since mercurial <3.2.3 is no longer in the tree (bug 533008) it may be the time to stabilize a newer version of tortoisehg.
