Without python-discid, Picard permanently disables the "Lookup CD" feature. Picard ought to depend on python-discard for USE="cdda".

(python-discid is not available in the official portage tree as of right now.)

I also experienced this issue, and can confirm that Jacob's python-discid fixed it.  Picard bug tracker:

I ran into this too.  Thanks for the python-discid ebuild.  Please add it to picard dependencies.

dev-python/python-discid is an optional runtime dependency. Picard will offer the function whenever you install it (not necessarily at picard build time). This is documented in elog as well as /usr/share/doc/picard-1.4.1/README.gentoo
