It appears that previous versions of po4a (pre po4a-0.45) are incompatible. I had a system with po4a-0.43 installed and the ebuilds for man-db (2.6.6, 2.6.7 and 2.7.1) all failed. I updated po4a to the current version (po4a-0.45-r2) and ebuild for man-db-2.7.1 completed successfully. I am entering this report in case someone else runs into the same problem.
I wonder if we really need to do any action here as app-text/po4a-0.45 is the only version being in portage since October 2014.
