We have 3 packages in net-zope/, and that doesn't seem to be a strong reason to keep the category. I'd say we drop it and move the few remaining packages to dev-python/.

I don't think so. I was thinking about why I didn't do this when I was clearing up all these zope packages, I think we were hoping that someone might pick them up again.
zc-buildout and zope-interface moved. zope-fixers masked for removal instead.
