Probably worth mentioning that I had this error once:
C compiler cannot create executables.
and the solution for me was removing the
-fstack-protector-strong
from CFLAGS
So maybe it's something similar for you, you may want to remove some from CFLAGS.

I am unsure if I misspelled that flag initially and that was the actual cause, because later on  using -fstack-protector-all instead, just worked.

Mh... I haven't set "-fstack*" in my CFLAGS, also the ebuild's do_filter_flags version has

        # xgcc isnt patched with propolice

But I tried something:

So for me it looks like the internally used compiler doesn't support my march "core-avx-i" but detects it for some reason (...so the package is also ignoring my CFLAGS).

My bad, when overwriting CFLAGS via command line, I also have to overwrite CXXFLAGS ;)

So builidng with 

  CFLAGS="-march=x86-64" CXXFLAGS="${CFLAGS}" emerge -a1 sys-libs/libstdc++-v3

works!


So, one of my "-mno-*" flags are causing the problem:

-mno-movbe -mno-abm -mno-lwp -mno-fma -mno-fma4 -mno-xop -mno-bmi -mno-bmi2 -mno-tbm -mno-avx2 -mno-lzcnt

...I tested each one and whenever I had set an "-mno-*" flag, the build failed with the initial error. That's why I am suggesting the following fix for the ebuild to fix this bug:

I was originally planning to move downgrade_arch_flags() from toolchain.eclass into toolchain-funcs so libstdc++-v3 could also use it but I never got around to it.  It should probably be expanded a bit to include the -f flags from do_filter_flags().

Also consider not passing '-mno-*' flags when they are not needed.
-march=core-avx-i already implies all those extensions disabled:

Passing -mno-* flags is known to break software that passes -m<foo> explicitly and has code to conditionally enable CPu-specific optimisations, like in bug #581602.

I had this exact failure. Testing sys-libs/libstdc++-v3-3.3.6-r2 seems to
fix it with its CFLAG stripping.
