Please attach the entire build log to this bug report.
It's not as much locale specific as simply not liking non-utf8 locales (and LC_AL=C ain't any better in such case).

Python packages often fail if the locale is not utf-8. Try again without LC_ALL=C set, but instead LANG="cs_CZ.utf8" (or en_US.utf8) in make.conf
there was a finc added to the eclass which gave a warn to inform user about this. It's a weakness in python or pythonic package authoring. Don't worry about it, it's not a bug
