Funtoo is currently forking xfce4-meta and adding the following packages to it: + >=xfce-base/thunar-1.6.3 + >=xfce-extra/thunar-volman-0.8.0 + >=x11-terms/xfce4-terminal-0.6.3 + xfce-extra/xfce4-mixer + app-cdr/xfburn I don't see why shouldn't have them in '!minimal?' block as well. If someone wants a truly minimal Xfce, USE=minimal or hand-picking packages seems the proper way forward.
Thunar gets pulled in by USE=thunar from xfce-base/xfdesktop and the rest is not part of core xfce4-meta's purpose is to provide _minimal_ possible set of packages, not choose eg. what terminal user wants to use
