libosmocore now requires pcsc-lite installed (due to SIM card support), but this dependenci is missing

this is an optional feature but I don't really know what it does so I can't plan a use flag or description for said use flag.  Can you assist?

I have updated the ebuild to make this a non-optional dep since at this point it can't actually build if you disable it.

I would still like to make this optional once upstream does, any preference on naming and description of the use flag?
