I can't emerge dev-db/mysql-connector-c++-1.1.3

>=dev-db/mysql-5.6 does not yet have the mysql_config filter that other builds do.

This causes other builds to incorrectly pick up linker flags like:

Should be fixed with dev-db/mysql-5.6.21-r1.  Please test and confirm
