Gaim 0.78 does not build the silc plugin if the even if the silc tollkit is installed.

Reproducible: Always
Steps to Reproduce:
1. emerge gaim
2.
3.

Actual Results:  
silc plugin not built 

Expected Results:  
build silc plugin

Oversight on my part.  I'll probably need to pass in the locations of the libs and includes.  I'll let you know when it's ready.

Yep it's working now.  I added a local "silc" USE flag.  Give it 20 minutes or so, rsync and emerge -pv gaim.  If you see silc listed amongst the USE flags, then you've got the most current.  Rev 1.2 of the ebuild.

It depends on silc-toolkit, which is only available on x86, ppc, and sparc at the moment.
