That suggests that media-libs/mesa is not installed while media-libs/plib does have the virtual/opengl dependency in place.

No, not really, only that the reporter pasted '-e' output or something alike.
The answer lies here: https://sourceforge.net/p/plib/code/2157/, but (TBH) I'm not that impressed with the way upstream used autotools...(or that those are static-only libs)

Output of emerge -pqv =media-libs/plib-1.8.5::gentoo after a --depclean after broken emerge plib.
