Changes:
 This release contains more and improved syntax highlighting files, better UTF-8 support, the ability to open multiple files in the same order as given on the command line, variable menu size, an option for case insensitive default search, an option for search wrapping, the ability to show context (e.g. in a C function) in the status bar, block selection with Ctrl-space or Ctrl-arrows, aspell support, and plenty of other new features and bugfixes. 

Simply copy joe-3.0-r1.ebuild as joe-3.1.ebuild (it worked for me)

I made a clean release because noone else did. Don't know if the editor herd is responsible for this app.
However i tried 3.1 and found more bugs than in 3.0 after a few minutes. This app needs active fixes and patches which i cannot deliver. I wont bump this app until the upstream version is more cleaned up.

the -utf8 switch gets completly ignored by joe 3.1. I'm about to close this
bug and check if 3.2 is better again. People who can live with the bugs of 3.1 can 
bump it in their local overlay.
