patch to fix the reported problem

Hello, 

in a multi-head X11 setup with multiple screens the context menu of applets on   screen  != 0 also open on screen 0 when mate-panel is compiled against gtk2.

Issue was also reported upstream: 

https://github.com/mate-desktop/mate-panel/issues/234

The attached patch fixes this.

This is fixed upstream in version 1.8.1 or later. I've added 1.8.1 to the tree.
