PGF and TikZ 3.0.0 has been long enough in the tree unstable. There are no open gentoo bugs for pgf-3.0.0. I also have just spent ~ 1h reading the (current) pgfmanual , wondering why $stuff doesn't work until I noticed that the latest pgf stable in gentoo is 2.10. Appears there are some big (API) changes in 3.0, as it's a new major release.

Bug #536622 seems to be only triggered if "\usepackage{preview}" is used. Could some adjust #536622's title? I don't think this should block pgf-3 stabilization, especially since a workaround[1] exists.

it is not blocking pgf3 stabilization but rather bug #536622 is blocked until pgf3 is stable

Are you sure that you didn't confuse the dependency direction of those two bugs? #536622 is triggered by pgf-3, so if it becomes stable (what this bug is about) more users would actually hit the bug, instead of the bug being fixed.

Also https://bugs.gentoo.org/show_bug.cgi?id=536622 shows "Blocks:	522588". And this issue only lists #556004 as blocked.
