PGF and TikZ 3.0.0 has been long enough in the tree unstable. There are no open gentoo bugs for pgf-3.0.0. I also have just spent ~ 1h reading the (current) pgfmanual , wondering why $stuff doesn't work until I noticed that the latest pgf stable in gentoo is 2.10. Appears there are some big (API) changes in 3.0, as it's a new major release. Reproducible: Always

Also https://bugs.gentoo.org/show_bug.cgi?id=536622 shows "Blocks: 522588". And this issue only lists #556004 as blocked.
