According to [1]:

- HLDSUpdateTool was deprecated in early 2013 in favor of SteamCMD;
- The Content Delivery Network HLDSUpdateTool used was shut down in late 2013, thus HLDSUpdateTool is no longer functional.

Current new installations stucks like this:

phantom halflife # ./steam 
Checking bootstrapper version ...

So, we should remove this currently nonfunctional stuff from our portage tree too
