Yeah. This issue gone after upgrade from texinfo-4.13-r2 to -5.2.

I cannot explain that... the info file is embedded within the tarball and should not be built. Something in timestamps of doc/*.info or doc/*.texi is changes at some point on other computers, while it should not happen. I force regeneration of makeinfo files and added dependency of >=texinfo-5.2. If someone wants to help me to reproduce this so I can fix it properly I will be happy. fixed in gnutls-3.3.7-r1

Ignore last comment. mdate-sh is a file shipped with automake.
mdate-sh from automake does not reset TZ to UTC and uses timezone of the build environment. I don't know if this is a bug or feature. Anyways I have sent a bug report on this to the automake developers so they will hopefully fix this in next releases, on the mean time the setting the TZ solution seems to be the best approach.

TZ=UTC works for 3.3.8, but may stop working for future releases. So this is an extra maintainance work to verify on every version bump that build system do not want to regenerate texinfo files.
